1. 𝗩𝗮𝗹𝗶𝗱𝗮𝘁𝗼𝗿 𝗛𝗶𝘀𝘁𝗼𝗿𝘆 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 - which stores up to 3 years of history for every validator on the network
2. 𝗦𝘁𝗲𝘄𝗮𝗿𝗱 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 - which uses the above data + other onchain info & computes scores + delegation amounts for every validator
Following JIP-25's passage, the 𝗦𝘁𝗲𝘄𝗮𝗿𝗱 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 delegates to 400 validators (up from 200) using the following ranking hierarchy:
1. Commission
2. MEV Commission (30-epoch avg.)
3. Validator Age
4. Vote Credits (tie-breaker only)
