There's a ton of projects like this where they basically just exist by virtue of being early to the industry
They have many millions to launder, so they need to put up a front and pretend they're actually working
it's always hilarious to hear Algorand or Skale as the sponsors of a crypto podcast
cuz it's obvs not even the hosts are excited by those projects, and never mention anything happening in those ecos organically
